 Organizational Information
The Milwaukee Community Service Corps (MCSC) is a 16-year old, nationally recognized urban youth corps with a mission to integrate hands-on community work projects, education and skill development for primarily at-risk, central city youth, 15 – 23 years old. Young adults learn marketable skills and gain valuable experience while contributing service to their community. MCSC participants, called corpsmembers, serve on crews that perform urban rehabilitation, urban conservation, human service, and entrepreneurial service work. During their enrollment corpsmembers receive a modest living allowance, while working on service projects four days/week and attending classes one day each week. The education day gives corpsmembers the opportunity to finish their high school diploma, prepare for pre-apprenticeship tests, or study for college entrance exams.  Upon completion of their service in the program, corpsmembers are eligible to receive an educational scholarship.


General Functions
The Milwaukee Community Service Corps serves as a landscaping installation and community gardening contractor for the City of Milwaukee, Milwaukee Metropolitan Sewerage District, Housing Authority of the City of Milwaukee, and local non-profit community-based organizations.  The Corps is recruiting an individual with landscaping and horticulture knowledge to supervise and mentor a crew of 5 to 7 young adults in the installation of landscaping materials, beautification of vacant city lots, and lawncare maintenance of development sites. The Milwaukee Community Service Corps (MCSC) is a youth development, education and job training program for young adults aged 14 to 23 years old who perform a variety of services intended to improve the community. 

 

Key Responsibilities
Crew Supervision and Project Management

-Supervise, motivate, direct and coordinate a crew of 5 to 7 young adults;

-Conduct training and presentations in landscaping installation of trees, shrubs and annuals, sodding and seeding, mulching, mowing and clean up (Spring/Fall) procedures;

-Foster teamwork among Corps members and maintain positive crew morale;

-Work alongside Corps members to set the pace;

-Manage projects;

-Enforce policies and procedures of the Corps;

-Reinforce the development of good work habits and safe work practices;

-Counsel, motivate, and discipline individual Corps members;

-Prepare written reports of work projects, Corps member evaluations, and incident reports;

 

Landscaping Sales

-Identify target markets, create marketing strategy, and develop promotional materials to reach target markets, as appropriate

-Identify landscaping services to sell to target markets, e.g. TSLC, seasonal color, other maintenance, etc.

-Create a timetable of landscaping services to provide to target markets, e.g. mulching in Spring, bulb planting, core aeration hard pruning and Fall cleanups in Fall, etc.

-Explore new and emerging markets to provide new landscaping products and services, e.g. natural prairie restoration, invasive species removal, etc.

-Identify hardscaping services to sell to target markets, e.g. Patios, Retaining Walls, Flatwork Concrete, etc.

-Explore new and emerging opportunities to provide Trail and Recreational Path Construction hardscaping services

-Explore new and emerging opportunities to provide stormwater de-channelization and reconstruction, rip-rap installation, and streambank stabilization services

-Identify Winter work services to sell to target markets, e.g. snow shoveling, salting, holiday lighting, holiday planters, etc.

-Create landscape designs for projects, as appropriate

-Schedule projects and crews to complete projects

Other Duties as Assigned.

 

Skills and Qualifications
-Associate Degree in Horticulture is preferred;

-Experience with landscape installation and maintenance;

-Ability to operate skidloader and backhoe is preferred;

-Demonstrated leadership skills;

-Experience supervising a crew is preferred;

-Experience managing young adults is preferred;

-Valid Wisconsin Drivers License;

-Ability to work with people from diverse backgrounds

-Ability to perform strenuous work assignments in all kinds of weather conditions in both outdoor and indoor settings;

-Experience with basic project planning, estimating, scoping and management;

-Ability to repeatedly lift 30 pounds;

-High attention to detail;

-Strong customer relations and communication skills;

-Ability to work independently and responsibly.

 

PayRange
$15-$17/hour, based on experience

Work Projects Department Coordinator

General Functions

 The Milwaukee Community Service Corps (MCSC) is a youth development, education and job training program for young adults aged 15 to 23 years old.  MCSC currently seeks an individual to oversee the Work Projects Department consisting of all field-based work activities of MCSC, including construction, landscaping, environmental remediation, recycling and hauling services, graffiti removal, light manufacturing and rain barrel assembly.  This position is responsible for overall management of the Work Projects Department, including planning and scheduling, project management, new business development, implementation and evaluation of service and product lines of business, staff management functions, purchasing and procurement, budgets, and relationships with other agencies.

 The individual serving in this position will save money for MCSC through strategic purchases and trade vendor agreements; position MCSC as a recognized leader in construction quality and energy-efficiency (LEED) standards; increase MCSC agency revenue through savings related to effective project management on time and within budget; increase agency revenue through the addition of new lines of business services, up-selling MCSC services, and adding value for client purchases, e.g. warranties; promote an ethic throughout MCSC for extreme customer service and high quality product; initiate professional development practices to continuously train and teach new and existing staff; and practice a high standard of safety throughout the Work Projects Department.  This individual must be a great craftsman/woman, and possess excellent management skills and accounting/financial skills, be tremendously well organized and able to manage several projects at one time, and be able to grow the staff for succession planning.   

 
Duties and Responsibilities

 
Project Planning and Scheduling

-Maximize Revenue through effective crew scheduling to optimize fee-generating time and fee-service activities

-Serve as liaison with project sponsor to prepare scope of work including cost estimates, labor requirement forecast, and project schedule;

-Implement LEED standards and energy-efficiency into project scope and design;

-Assign crews based on skill levels;

-Engage network of proven subcontractors to supplement MCSC crew and staffing needs to be able to pursue additional projects beyond capacity of existing MCSC staffing structure;

-Schedule equipment and materials for each project;

-Establish product standardization to access material cost savings, e.g. Community Warehouse supply inventory;

-Monitor and evaluate material procurement within limits of budget per project;

-Ongoing evaluation of project completion and performance with project sponsor and Executive Director


Project Management

-Maximize Revenue per project through ahead of schedule and under-budget

-Maximize revenue through effective use of subcontractors to augment MCSC crews;

-Establish Elite crew of experienced Corpsmembers to expedite high-level, minimized crew size projects;

-Direct Greening Projects:                                                                                                                                    ¨Create landscape designs for projects

                                                                                                         ¨Instruct crew supervisors and corpsmembers in the field how to install and maintain installations, perform services, etc. 

-Manage building trades subcontractors at respective projects;

-Perform invoicing duties;


New Business Development

-Develop housing to satisfy MCSC’s Community Housing Development Organization (CHDO) contract with the City of Milwaukee;

-Develop other residential and commercial real estate developments for MCSC;

-Conduct site selection and evaluation criteria for development needs, e.g. CHDO housing units, additional MCSC facility needs;

-Manage MCSC real estate portfolio of properties, including general partnerships and limited liability companies;

-Measurable growth of recycling and environmental hauling clients and revenues;

-Measurable growth of additional construction projects and revenues;

-Initiate cold calls and outreach to prospective project sponsors;

-Pursue open bid opportunities with respect to community partner and union trades relationships;

-Research and pursue new projects conducive to youth training;

-Measures of the weekly, monthly and annual revenues generated with respect to availability of crew, staff and subcontractor scheduling; -Implement strategies to increase Landscaping Sales:                                                                                                                                    ¨Identify target markets, create marketing strategy, and develop promotional materials to reach target markets

-Build Portfolio of Phytoremediation Projects: ¨Network with phytoremediation experts to be knowledgeable about new technologies, plants, etc.                                                                                                          ¨Identify locations for phytoremediation installations, e.g. rain gardens, bio-retention facilities, brownfield remediation, streambank stabilization, habitat restoration            

                                                                                                         ¨Coordinate installations and ongoing maintenance of phytoremediation projects

                                                                                                         ¨Monitor growth of installations


Staff Management

- Supervise, motivate, direct and coordinate all Work Projects Department staff, including Field Managers, Crew Supervisors, Expediters and Mechanics;

-Conduct training and presentations in all facets of residential construction, carpentry and related building trades, landscaping, and other work projects initiatives;

-Foster teamwork among Work Projects Department staff members and Corpsmembers, and maintain positive crew morale;

-Work alongside Corps members to set the pace;

-Create and enforce office and worksite policies and procedures of the Corps;

-Reinforce the development of good work habits and safe work practices;

-Counsel, motivate, and discipline individual Corps members in conjunction with Work Projects Department Staff;

-Ensure timely completion of written job reports of work projects, Corps member evaluations, and incident reports by Work Projects Department staff;

-Conduct evaluation, hiring and discharge of Work Projects Department Staff and Corpsmembers in conjunction with Executive Director and other agency Department Coordinators (with performance measurement tied to the success of Work Projects Department staff hired);

-Implement assessments to measure comprehension and skill level of Corpsmembers;

-Hold Friday morning staff meetings with Work Projects Department;

-Monitor staff attendance, punctuality, vehicle and equipment use;

-Provide Work Projects Department staff with yearly, monthly and weekly work plans;

-Facilitate professional development work plans for all Work Projects Department staff to address skill acquisition, certifications, effective safety training, etc.;

-Grow Work Projects Department staff to become Assistant Project Managers/Assistant Coordinators of the Work Projects Department, and eventual successors to, the Work Projects Department Coordinator;

-Conduct daily Work Projects Department staff meetings for work projects scheduling and management;

-Monitor Work Projects Department staff performance with respect to attendance, project performance, crew management, etc.;

-Resolve conflicts between Work Projects Department staff and Corpsmembers;

-Approve and track time-off requests, scheduling for vacation periods, signing of staff time logs, and personal staff member use of equipment, cell phones, and vehicle use;

-Coordinate response for alarms, theft and break-ins at project sites


Administration

-Supervise job reporting;

-Fleet maintenance, vehicle repair, vehicle license renewals and preventive maintenance scheduling;

-Tool Inventory Control and Administration;

-Equipment maintenance, tune-up and repair;

-Record-keeping on vehicles, equipment, purchases and insurance related to work projects;

-Maintain organized flow of information between Work Projects Department and other MCSC departments;

-Provide data for grant reporting

 
Purchasing and Procurement Services

-Manage materials and supply line;

-Standardize components of product development to permit bulk purchasing strategies;

-Establish vendor relationships to maximize cost savings on supplies;

-Create a network of “Just-in-Time” subcontractors with the proven ability and skill levels to supplement MCSC staffing capacity and permit MCSC to take on and execute more work projects;

-Identify and maintain a network of landscaping consultants/specialists with whom to subcontract for project oversight and instruction to supplement in-house knowledge;

-Expedite purchase requisition process


Budgeting

-Prepare yearly Work Projects Department budget with monthly reviews, including vehicle and equipment purchases and repair;

-Prepare individual project budgets;

-Approve all purchase requisitions and gas and petty cash requests;

-Monitor cash management strategies, operating capital requirements and credit balances in conjunction with subcontractor, equipment and supplies procurement;


Relationships with Other Agencies

-Maintain regular contact with local industry-related businesses, e.g. building trades and landscaping contractors, to transition crew corpsmembers to post-corps employment opportunities;

Evaluation and Reporting

-Provide weekly project performance reviews to Executive Director in relation to project schedule and completion, new business development, revenue optimization efforts, etc.


Other

-Any and all other duties as described by the Executive Director

 

Skills and Qualifications

 -Proven construction and residential renovation/rehabilitation experience with all facets of construction;

-Bachelor’s degree from an accredited college, university or technical school or equivalent work experience;

-Minimum of three years experience working with and supervising  adults and young adults;

-Minimum of two years administrative experience including project budgeting, management, reporting and evaluation;

-Minimum of three years experience in program development, implementation, coordination and evaluation

-Ability to manage multi-faceted projects, tasks and deadlines;

-Tremendously well organized and able to manage several projects at one time;

-Superb organizational and planning skills;

-Excellent motivational skills;

-Ability to work with diverse individuals, groups and community agencies;

-Knowledge of Milwaukee and its non-profit agencies;

-Valid Wisconsin driver’s license, good driving record, and ability to operate a variety of motorized equipment and transportation vehicles;

-Commercial Drivers License preferable;

-Previous experience/capacity to work with diverse young adult populations ages 14-23 preferred;

-High personal standards and attention to detail

-Great craftsman/woman—highly skilled in building trades;

-Experience in landscaping and environmental conservation preferred;

-Possess excellent management skills and accounting/financial skills;

-Ability to grow the staff for succession planning;

-Computer literacy with a variety of industry-related software, e.g. Microsoft, Excel, CAD, etc. 

-Familiarity with OSHA safety regulations, and accident and hazard control procedures set forth by insurance companies;

-CPR and First Aid certification, preferable;

-Landscape design experience

 

Salary Range
Commensurate with skills and experience;

Compensation tied to performance-based review with bonus structure dependent on safety record with staff and Corpsmembers; revenue growth; weekly, monthly and annual revenue receipts required to be generated; new business development; and quality of product
